摘   要

我国是纺织生产大国与贸易大国，纺织业是我国经济发展中的重要组成部分，对国民经济发展做出了重要贡献。但随着经济发展与科技进步，纺织业作为传统制造业的弊病也逐渐显现。原材料与劳动力价格的上涨使得传统纺织业的低成本竞争优势逐渐削弱；自主创新能力弱、产品附加值低、高污染高消耗等内部因素使得我国纺织业仍属于粗放型劳动密集产业；人民币升值、贸易壁垒与金融危机更是导致国际市场的萎缩。面对内外夹击的双重压力，我们必须加快纺织业转型升级，提高产业综合竞争力。本文以纺织品生产与出口大省浙江省纺织业为例，从产业链的视角出发研究浙江省纺织业的转型升级，力求为传统产业寻得转型升级的有效路径。

Abstract

China is a big country in textile production and a big country in trade. The textile industry is an important part of China's economic development and has made important contributions to the development of the national economy. However, with the economic development and technological progress, the lack of the textile industry as a traditional manufacturing industry has gradually emerged. The rise in raw material and labor prices has gradually weakened the low-cost competitive advantages of the traditional textile industry; weak Independent innovation ability, low product added value, high pollution and high consumption have made China's textile industry an extensive labor-intensive industry; RMB appreciation,the trade barriers and financial crisis have caused the international market to shrink. Faced with the dual pressure of internal and external attacks, we must speed up the transformation and upgrading of the textile industry and increase the overall competitiveness of the industry. This article takes Zhejiang textile industry, a province of textile production and export, as an example to study the transformation and upgrading of Zhejiang's textile industry from the perspective of industry chain, and strives to find an effective path for transformation and upgrading of traditional industries.

一、引 言

（一）研究背景

纺织业是我国的传统支柱产业，有着久远的发展历史。改革开放后，我国纺织业迅速发展，纺织品生产和出口大幅增加，为经济发展做出了重大贡献。2001年中国入世以来，低成本优势为我国纺织业发展赢得了国际竞争优势，多边贸易与最惠国待遇更是扩大了我国纺织品的出口市场。2016年我国工业利润总额达71921.43亿元，其中纺织业达3713.92亿元。2016年我国工业出口额达131481.65亿元，其中纺织品出口额达17336.01亿元，占出口总额的13%。同年我国工业平均用工人数达9475.57万人，其中纺织业平均用工人数达866.71万人，占工业用工人数的9.15%。可见纺织业一直都是我国工业发展中的重要产业之一，在经济发展、出口创汇以及吸纳就业等方面都发挥着重要作用。
