In today’s world, the Internet is developing rapidly, it has become an important part of people’s life. Network transmission is a new powerful medium system and permeates  economy, culture, politics and other aspects, which changes the way of communication between people and the way of people’s thinking. Network brings both benefits and convenience to the students. Network can also help them improve their ability of oral communication.

In classroom teaching, teachers can make use of modern network and multimedia, create a vivid communicating situation in class, in which teachers try their best to encourage the students to involve in the practice of class English language discussion, and let the students become the subject of language practice. Teachers also can use the advanced visual method in the English teaching process, which can improve the accuracy of the students’ pronunciation and intonation, and stimulates the students’ interest in learning, and help them  to be more relaxed and happy. Audio-visual methods create good environment for listening and speaking training (Mei Xue129). In class, the students can listen and read the text through the teaching software. Network environment satisfies the students’ learning needs and also promotes their listening and speaking skills. Under the network environment, how to improve the students’ English listening and speaking ability is an important research subject.

As a teacher, they should do a good job both in class and after class. They should provide the students a good learning condition and learning environment. They should arouse the students’ enthusiasm for learning, and improve their English listening and speaking ability and their communication skills.

This paper is pided into five parts. In the first part, this paper introduces the paper’s aim and structures. The second part mainly analyzes the current status of the middle school  students’ English listening and speaking skills and the factors that restrict the development of the middle school students’ English listening and speaking skills. The third part focuses on the advantages of the network and the educational function of the network environment. The fourth part explores the cultivation of the students’ listening and speaking ability under the network environment. This thesis aims to make the students and teachers realize the importance of English listening and speaking so that the students’ English listening and speaking ability can be developed under the network environment.
